Criminal Activities
Attempted welfare fraud
Attempting to obtain welfare benefits by falsely claiming qualifying conditions, including fabricating a disability and drug addiction.
Situation:
"At the welfare office, Dennis claims to be a recovering crack addict and presents Dee as mentally disabled. When asked for proof, they decide to buy crack so Dennis can test positive on blood work."
Fraudulent transfer
Concealing assets by placing funds in another person’s name to prevent a spouse from discovering or accessing marital assets; aiding and abetting by the account holder.
Situation:
"Frank opens a 'temporary' bank account in Charlie’s name saying, 'What my wife can’t find, she can’t get,' instructing Charlie not to touch the money."
Identity fraud
Impersonating another individual in communications with a financial institution.
Situation:
"When the bank calls for 'Charlie Kelly' about suspicious activity, Frank answers, 'Yeah, this is Charlie Kelly,' to manage/lock down the account."
Purchase, possession, and use of crack cocaine
Illicit purchase, possession, and consumption of a Schedule II controlled substance (crack cocaine).
Situation:
"They buy 'two for the price of one' crack rocks for $200 from a street dealer, smoke crack, miss their medical appointment, and later seek more."
Soliciting prostitution and theft of services
Hiring sex workers (illegal solicitation) and failing to pay for services rendered (theft of services).
Situation:
"After withdrawing cash from Frank’s stashed funds, they procure sex workers; when Frank cuts off the account, their payment attempts fail and the sex workers threaten to call their pimps (Hector/Wallace)."
Theft
Unauthorized taking and consumption of another person's personal property (petty theft/larceny): intentionally taking possession of property belonging to someone else without that person's consent.
Situation:
"Despite Frank’s instructions, Charlie (with Mac) withdraws money from the hidden account to fund partying and sex workers until Frank stops the withdrawals."
Unemployment insurance fraud
Obtaining unemployment benefits through misrepresentation after voluntarily quitting their jobs and not engaging in legitimate job seeking.
Situation:
"Dennis and Dee quit Paddy’s, then immediately sign up for unemployment, celebrate getting $400/week, and plan to drink and pursue idle 'dreams' rather than seek work."
Wage theft and program fraud
Exploiting welfare-to-work participants by having them perform labor without proper pay while seeking government wage subsidies/tax credits; potential misrepresentation to obtain benefits.
Situation:
"Mac proposes hiring welfare recipients and 'pay them nothing' while taking subsidies. They bring in workers (e.g., Maria, Tony) for cleaning/repairs under this scheme."
